Job Description

We are seeking a highly organized, communicative, and mission-driven Program Manager to lead the day-to-day operations of a dynamic FAA contract supporting the Flight Standards Service. This is a key on-site leadership role responsible for coordinating with federal stakeholders, managing a diverse instructional workforce, and ensuring consistent, high-quality delivery of aviation safety training programs.

Requirements

  • Serve as the primary on-site point of contact for all aspects of contract performance and customer coordination.
  • Develop and manage project budgets, schedules, staffing plans, and internal team organization.
  • Ensure full contract compliance and maintain continuous alignment with agency policies, procedures, and standards.
  • Oversee recruitment and onboarding of qualified instructors—particularly retired Aviation Safety Inspectors (ASIs)—ensuring alignment of candidate qualifications with course-specific requirements as defined in the PWS.
  • Cultivate strong working relationships with federal personnel (CO, COR, Division, Branch, and Course Management), internal corporate stakeholders, and contract staff.
  • Effectively manage a complex training schedule across both virtual and in-person formats; anticipate and address last-minute changes with agility.
  • Supervise a multidisciplinary support team, including Assistant PMs, administrative personnel, instructional designers, and contract instructors.
  • Lead quality assurance initiatives for instructional design and delivery, including classroom observation, instructor evaluations, and the implementation of tailored performance improvement plans.
  • Ensure all instructors receive necessary training, refresher sessions, and continuous development support.
  • May occasionally serve as an instructor, if qualified, to support program delivery.

Required Qualifications:

  • Master’s degree in Education or a related discipline.
  • Minimum of 5 years of experience in adult education, including:
    • Instructional systems design, implementation, and evaluation.
    • Instructor performance observation and assessment.
    • Development and execution of professional improvement plans.
  • Demonstrated ability to manage instructional schedules and budgets effectively.
  • Strong interpersonal and communication skills, particularly in high-stakes or complex environments.
  • Proven experience leading diverse teams and interfacing with high-level government officials.
  • Understanding of the FAA’s Flight Standards Service mission, including knowledge of ASI roles and qualifications.
  • Exceptional organizational and planning abilities to manage large-scale, multi-course training delivery.
  • Must be able to obtain and maintain a Public Trust Security Clearance.

Preferred Qualifications:

  • Prior experience recruiting or managing retired ASIs.
  • Familiarity with FAA systems, terminology, procedures, and instructional requirements.
  • Background in contract or project management within a federal training environment.
