Job Description

One of our clients is seeking a Senior Business/Systems Analyst with 10+ years of experience to support the implementation of a new Photo Speed Enforcement System and other IT initiatives. The selected candidate will work on a project team implementing a Commercial-Off-The-Shelf (COTS) solution in a cloud-based or hybrid cloud/on-premises environment.

This role requires strong business analysis skills, stakeholder engagement, process modeling, and data analysis expertise to ensure that the system meets the agency's needs. Candidates must be able to work on-site 4-5 days per week .

Key Responsibilities

  • Requirements Gathering: Collaborate with stakeholders to elicit, document, and clarify business requirements for the procurement and implementation of IT systems.
  • Requirements Analysis: Analyze and prioritize business requirements, ensuring alignment with agency goals while identifying potential conflicts.
  • Process Modeling: Create detailed business process models, workflows, and diagrams to illustrate current and future processes.
  • Data Analysis: Perform data mapping, profiling, and quality analysis to improve data integrity.
  • Stakeholder Communication: Serve as a liaison between business and technical teams , ensuring alignment on project objectives.
  • Risk Assessment: Identify technical, operational, and business risks , developing risk mitigation strategies.
  • Testing Support: Assist in test plan development, test case creation, and user acceptance testing (UAT) to validate system functionality.
  • Change Management: Support stakeholder adaptation to new processes and systems , including training material development and delivery.
  • Quality Assurance: Ensure that the system meets business requirements and defined quality standards .
  • Documentation: Create and maintain business requirement documents, project plans, status reports, and meeting minutes .
  • Vendor Management: Collaborate with third-party vendors to evaluate, select, and implement IT solutions that meet business needs.
  • Post-Implementation Support: Provide ongoing system monitoring, troubleshooting, and performance optimization post-deployment.
  • Compliance & Security: Ensure compliance with industry regulations, security standards, and data privacy requirements .
  • Client Relationship Management: Build and maintain strong working relationships with stakeholders , ensuring system adoption and user satisfaction.

Requirements

Minimum Qualifications

  • Must be able to work independently and in a team to meet agency needs.
  • 5+ years of experience implementing COTS software packages as fully cloud-based or hybrid cloud/on-premises solutions .
  • Strong organization, analytical, and problem-solving skills .
  • Excellent verbal and written communication skills to engage with non-technical business users .
  • Proficient in Microsoft Word, Excel, TEAMS, SharePoint, Visio, and PowerPoint .
  • Experience creating business and system requirements for on-premises and Web/Cloud-based systems .
  • Professional certification in Business Analysis (CBAP or PBA preferred).
  • Must be able to pass an agency-administered criminal and financial background check .

Preferred Qualifications

  • Experience working in law enforcement or military organizations .
  • Familiarity with the Virginia Public Procurement Process .
